The Aspire Academy’s Local Governing Committee proposes to open a Satellite Tier Two Hub in the Evesham area from September 2026 for pupils struggling with mainstream expectations. This proposal has DfE temporary approval subject to an effective public consultation. From this hub Tier One support in school will be facilitated also. This proposal supports the DfE AP and SEN improvement plan launched in 2022 under the previous government (see below) and also the SEND white Paper 2026 on Every Child Achieving and Thriving.
We are therefore now consulting on the proposal to open the Satellite Hub from September 2026 to support Middle and Secondary schools primarily, but not exclusively, in the South-West of the County and to support the aspirations and intended outcomes of the Every Child Achieving and Thriving SEND reforms.
The Hub will accommodate pupils in small groups with the intention to make a positive step back into mainstream school and be successful through a bespoke and creative curriculum focussing on the individual’s needs (assessing any unmet needs that may be apparent), whilst developing self-esteem and resilience. Aspire staff will work with liaison staff from the commissioning schools to maintain relationships with that home school, to facilitate that integration back into the school successfully. These interventions will be time limited, concentrating on the needs of the individual working in partnership with the home schools. Pupils will be Dual Registered for the duration of placement.
A consultation will take place from 15th April 2026 to 15th May 2026. We are holding a consultation meeting on Tuesday 28th April from 5.30pm to 6.30pm at The Aspire Academy where you will have an opportunity to ask questions around the proposal.

Background and Rationale
The Aspire Academy is an Alternative Provision Free School and is for children aged 11 to 16 who, for a variety of reasons, cannot attend mainstream education.
Currently there is no registered Alternative Provision in the South-West of the County and transport costs to Worcester City are expensive and prohibitive for some schools. This is why we feel there is a need for this bespoke provision.
Permanent Exclusion levels and suspension levels across the County remain high.
Vision
We are fully committed to 100% of The Aspire Academy pupils returning to mainstream school from the Hub sustaining their placements successfully.
Curriculum
The curriculum offer has these key priorities: –
- The embedding of confidence and happiness though “school readiness” skills
- Delivery of resilience-based interventions alongside the principles of “good behaviour”
- The delivery of some specific learning programmes (including Maths and English, and including Early Reading where appropriate) a variety of vocational opportunities, a programme of well-being (physical and mental) interventions which are geared towards problem solving and talking solutions.
Every pupil will also have a bespoke careers intervention and guaranteed enrichment interventions with a mentor.
This intervention curriculum programme will secure the sustainability of school placements to ensure our vision of reducing the need for long term Alternative Provision interventions, including Permanent Exclusions.
